Human Resources Manager

Job Scope:

  • Report to Director.
  • Manage day-to-day HR operations.
  • Manage 1 to 2 HR/admin assistant(s).
  • Prepare/Analyze wage and salary reports and data to determine competitive compensation plan.
  • Prepare departmental budget.
  • Monitor and consult legal counsel to ensure that policies comply with government bodies' requirements and relevant laws.
  • Develop and maintain a human resources system that meets top management information needs.
  • Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
  • Recruit, interview, test, and select employees to fill vacant positions.
  • Plan and conduct new employee orientation to foster positive attitude toward Company goals.
  • Adminster both local and overseas employments, contractual services, relocation, termination, separation, retirement, employee safety matters, staff welfare, etc.
  • Coordinate management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Advise management in appropriate resolution of employee relations issues.
  • Administer performance review program, salary administration program and benefits programs.
  • Provide management direction and counseling. Supervise clerical assistant and temporary staffing as needed.
  • Other tasks as reasonably assigned.


  • 5 - 10 years of relevant working experience.
  • Diploma/Bachelor's Degree in HR Management or Business Administrative or related field.

Key Competencies:

  • Proficient in spoken and written English.
  • Proficient in spoken and written Chinese (to communicate with China vendors)
  • Knowledge of Employment Act and relevant laws.
  • Ability to read, analyze, and interpret the most complex documents.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Ability to negotiate.
  • Ability to prioritize tasks.
  • Ability to work under stress.
